Concord School The system for reporting student absences at Concord School utilizes the District 63 voice mail system. When your child is absent, the parents should call 985-9200, extension 7401 and leave the child's name, parent name, telephone number, where parent can be reached, and the reason for the child's absences. Parents should call the school's voice mail system no later than 9:00 a.m. the day of the child's absence. If the child was absent because of whooping cough, chicken pox, mumps, measles, or streptococcal infection including scarlet fever, a doctor's note indicating the child is well enough to return to school may be required. In addition, a doctor's note may be requested for students with excessive absences. In the case of a minor accident or illness, your child will be given first aid by the nurse or the health aide. When a more serious accident or illness occurs, you will be notified immediately. If you cannot be reached and your child requires attention, the emergency number you have listed on the emergency information form will be called. 911 assistance may be called as well. Go back to top. The Amanda Macal Memorial Award is open to eighth grade students in the Spanish program. Its offers the opportunity for a student to receive a Spanish related gift. This award is sponsored by Mr. and Mrs. Charles Macal in memory of their daughter. Go back to top. Authorization For Internet Access All use of the Internet shall be consistent with the District’s goal of promoting educational excellence by facilitating resource sharing, innovation, and communication. This Authorization does not attempt to state all required or proscribed behavior by users. However, some specific examples are provided. The failure of any user to follow the terms of the Authorization for Internet Access will result in the loss of privileges, disciplinary action, and/or appropriate legal action. Terms and Conditions
Students, parent(s) guardian(s), and teachers need only sign this Authorization for Internet Access once while enrolled or employed by the School District. Go back to top. District 63 offers a before and after school child care program. The program is open to students in grades K-4 who attend Concord School and 5th & 6th graders at Cass. The program is designed to assist children to develop socially, mentally, and physically in a safe, loving, stimulating environment. We will offer a facility in which it is possible for children to make choices while still receiving supervision and adult support. The children will participate in a variety of leisure activities. Competent supervisory personnel will be available to assist children at all times. Morning hours will be five days a week from 6:45 A.M. to 8:30 A.M. and in the afternoon from 3:00 P.M. to 6:00 P.M. (3:30 P.M. to 6:00 P.M. for Cass Junior High Students). The B.A.S.E. (Before and After School Experiences) program must operate on a self-sustaining fee basis to cover the cost of staff and materials. No tax dollars may be used to support this program. Operating costs will be sustained by an hourly attendance fee. Go back to top. BicyclesStudents’ bicycles are permitted on school grounds. Students who ride their bicycles to Cass Jr. High or Concord Schools should park them in those areas designed at the school buildings. The schools are not responsible for bicycles on school property. The policy of our District is that all students in grades K-4 who live more than one mile from Concord School will be bussed, and all students in grades 5-8 who live more than ½ mile from Cass Junior High School will be bussed. Students who live less than the distance indicated above will be bussed to their schools only when it is unsafe for them to walk. All students who are bussed are assigned to a specific bus. It is imperative that each student rides his or her assigned bus. Otherwise, overcrowding will occur on some busses. Any questions about bus assignments should be directed to the Superintendent. The morning kindergarten students who are bussed will ride the same busses as students in grades 1-4. They will be brought home via a special run. Afternoon kindergarten students will be picked up via a special run and will go home on the same busses as students in grades 1-4 in the afternoon. A few students will be bussed to and from school on a van owned by the School District. The bus company has asked that we stress to the children and parents the importance of following the rules established for providing safe transportation. We will review these rules with the children during the first week of school. The privilege of riding the bus can be taken away from those students who do not follow the rules. Although the District has an excellent safety record, we continue to emphasize the importance of safe transportation to and from school. One safety problem occurs at the time when the busses are loading or unloading the children at the schools. We also ask that you pay close attention to the signs concerning entry and exit, parking, and speed limit. At Concord School, the only way that vehicular traffic can gain entrance is by way of the access road from Concord Place. Concord Place is the main east-west street running through the Hinswood subdivision. Upon entering the school driveway, please pay close attention to the one-way, speed limit, and no parking signs. It is imperative that the signs are obeyed. On inclement weather days, parents who drop off their children at Concord School should do so along the sidewalk curb. Parents who pick up their children at bus dismissal time should do so only after the busses have been loaded and pulled out. Do not block the sidewalk curb where the busses are dropping students off in the morning. Concord students who are not bussed will be dismissed only after all busses have left the school driveway. This is approximately 3:00 P.M. At Cass Junior High School there is a designated drive for busses only. Cars are not allowed in the area at any time. Parking is not allowed in the driveway where busses are loading or unloading. All busses are outfitted with video cameras to monitor student behavior. Go back to top. Care Of Student MaterialsTo insure that textbooks and other instructional materials withstand normal use, we ask the cooperation of parents in teaching children to care of books and materials. Appropriate fines will be assessed in cases of damages to or loss of school books and other school property. End-of-year fines will be assessed for misuse of textbooks and materials. The fine for a lost or damaged library book will be the replacement cost of the book. Go back to top. Carrie Biswurm Memorial Arts Scholarship The Carrie Biswurm Memorial Arts Scholarship is open to students in grades 5-8. It offers talented young artists an opportunity to attend accelerated art classes outside of the regular school day. The award is sponsored by Mr. and Mrs. Robert Biswurm in memory of their daughter. This award is distributed in May of each school year. Go back to top. Child Sex Offender Community Notification ActCass School District #63 is in compliance with the Child Sex Offender Community Notification Law. The District periodically receives lists of known child sex offenders from law enforcement agencies. This list is then checked to insure no employees or volunteers are on this list. The list is also checked to insure that a child sex offender does not live in proximity to the school and attempts will be made to alter the routes students travel to and from the school to avoid contact with this individual. Requests for additional information regarding listed known child sex offenders shall be referred to local law enforcement agencies. Go back to top. Daughters of the American Revolution The Daughters of the American Revolution organization sponsors an annual award for the top eighth grade Social Studies student. Selection is made by the Social Studies staff in early May. The recipient attends a reception and is also recognized at our Annual Recognition Night. Go back to top. The administration of medication to students during regular school hours or school activities is discouraged unless necessary for the critical health and well-being of the student. When a child requires daily or regular medication, the responsibility for administering such medication rests primarily with the parents. Therefore, only medication prescribed by a physician which are essential for the child to remain in school or over the counter medications needed for temporary pain relief on a short term basis, i.e., Tylenol, shall be brought to be administered in accordance with the guidelines set fourth below. We recommend that parents consult with their doctor to see if midday medication can be adjusted and given at another time. Drugs And Alcohol Prohibition Policy It is the policy of the Board of Education that the possession, use, or distribution of illicit drugs or alcohol on school premises or as a part of any school-related activity is prohibited. This policy is in compliance with the Federal Drug-Free Schools and Community Act Amendments of 1989. The federal act was originally enacted in 1986 by Congress to convey the message that the use of illicit drugs and the unlawful use of alcohol is wrong and harmful, as well as to develop strategies to combat the problem in our nation's schools. Parents and students should be aware that compliance with the policy is mandatory, and that violation of the policy may extend to and include expulsion and referral for prosecution consistent with applicable local, state, and federal law. Go back to top. Cass School District #63 is utilizing the services of Xpedite for emergency school closing notification. All District families and staff will be notified by telephone with a pre-recorded message from Cass Administration of the emergency closing information. School closing information will still be available via the radio and TV stations (see below) and by calling the voice mail system, 985 - 9200 extension 7402. If you have privacy manager on your telephone line, please call the Cass Administrative Office at 630 - 985 - 2000. Xpedite calls will not be delivered if you have privacy manager. The Administrative Office will compile a list of Cass families with privacy manager so that personal calls can be made to those families. Go back to top. No person shall be subjected to discrimination on the basis of gender in any program, activity, service, or benefit supported by school district funds. All persons, regardless of gender, are guaranteed equal access to educational and extra-curricular programs and activities. The School Board and Administration of School District 63 will make the District’s gender discrimination grievance procedures available to interested parties upon request. After team member selection is determined, interscholastic team rules are distributed and reviewed by respective coaches with all team members. Physical examinations are required for interscholastic participation. Students must turn in their physical forms before they will be able to try out for a sport (excluding Chess). Go back to top.
District 63 has a disaster plan for safety of its children and faculty/staff. Each building will conduct several fire and disaster drills throughout the school year. Should the school receive official notification of severe weather at dismissal time, students will be retained until safe weather conditions prevail. Go back to top. Philosophy Cass School District 63 is committed to an educational program that recognizes the unique value, needs and talents of the individual student. The gifted program is designed to meet the specialized needs of the highly academically able student. These students may or may no have high performance on daily work, but exhibit advanced thinking skills that require an accelerated pace or more challenging material. The program allows for time with peers of similar ability as well as time to work with all peers. General Program Goals
Eligibility Placement in the gifted program is contingent upon an overall analysis of test scores, academic achievements, and classroom performance. The identification process uses multiple criteria, including the Stanford Achievement Test, Otis-Lennon Ability Test, and teacher recommendation, to rank students on a matrix. Herb Rosen Athlete of the Year Varsity coaches will select one eighth grade boy and one eighth grade girl to receive this award. It is based on outstanding academic and athletic achievement. Go back to top. All students in grades 4-8 will have the chance to be in an instrumental music program. Students who are interested are encouraged to join the program in fourth grade. However, students may join the program at grades 5-8. The program will be conducted, for the most part, during regular school hours. At times, there will be early morning or evening practices for Cass Jr. High band members in preparation for concerts or contests. Our instrumental music program at both schools is under the direction of Mr. James Blasius. Students in the instrumental music program will have at least one music lesson a week and will practice with a group at least once a week. The students will have an opportunity to rent a musical instrument before making a purchase. If your child wishes to join the program, he or she will have an opportunity to do so early in the school year. You will receive communication from Mr. Blasius concerning the details. The storage of musical instruments on the busses created some problems in the past years. In order to alleviate these problems, we want the following procedures to be adhered to. The students who play the smaller instruments should keep them on their lap, between their legs, or under the seat while they are riding on the bus. The students who play the larger instruments such as the French horn, tuba, baritone, and trombone should place their instruments on the seat and the floor immediately behind the driver. This space will be reserved for that purpose. Instruments should not be placed in the aisles. Go back to top. Students in 7th and 8th grade will eat lunch from 12:37 P.M. to 1:07 P.M.There is not a formal hot lunch program in our school. Medical And Dental Examinations, Immunizations Physical examinations and immunizations, prescribed by State Law, are required of students in the following categories.
These immunizations include a second measles vaccination. Dental examinations are strongly urged in the law. Parents are requested to have their children examined by a licensed physician and to return the medical and dental forms and the immunization records to the school before the school year begins. Students may be excluded from school if records are not complete. Go back to top. Non-Custodial Parent Guidelines As you may be aware, school districts are petitioned with increasing numbers of requests to restrict the access of non-custodial parents to students each year. In response to these requests, Cass School District 63 informs parents that, unless the access of the non-custodial parent is restricted by an order of protection entered by a court, the School District is unable to honor such requests. Once the identity of an adult as the parent of a student has been established, school personnel have no way of knowing whether the non-custodial parent is exercising legitimate and legal visitation rights, picking up the child by agreement with the custodial parent, or otherwise. The School District has no right, or obligation to attempt to enforce the terms of court orders and responsibilities (other than an order of protection) of the custodial and non-custodial parents with respect to access to the students. Further, it is inappropriate to place school personnel between the parents by asking them to enforce such orders. If an order of protection is entered against the non-custodial parent commanding that he or she have access to the student or to the student's records, school personnel will do everything possible to comply with such an order. However, absent an order of protection, school personnel cannot take responsibility for knowing or adhering to whatever arrangements former spouses have made with regard to visitation rights and other issues of that nature. We ask that parents not hesitate to call us to discuss this or to ask any further questions. Go back to top. A predetermined number (percentage of the total number of students per grade level) will be selected from each grade level. The percentage will be determined by the faculty in early September. In the spring of the year each teacher will be asked to nominate students for these awards. The Principal will then compile a master list for each grade level. Grade level teachers will meet to determine the most deserving students. These awards will be based on behavior and effort. Award recipients will be honored during Annual Recognition Night. Go back to top. It is the goal of the faculty to help all students achieve their academic potential. Every effort will be made to provide students with extra help and support services when needed. In the event that a student does not make satisfactory progress in a given school year, the student may be retained at that grade level for the following year. In all cases of retention, the social, emotional, and academic needs of the student will be considered. Go back to top. Parents will be informed at regular intervals (November, January, April, and June) of their children’s progress in classes. These notifications will be in the form of end-of-quarter grade reports. Midquarter reports advising parents of student progress will be sent to parents of Cass Junior High students, as warranted at the time. In addition to the report cards and mid-quarter reports, parent-teacher conferences will be scheduled, as needed, to discuss student progress. Go back to top. Requirement For Preschool Screening Screenings are held twice per year for children who are 3, 4, or 5 years old. The screening is led by a team of school professionals which includes the areas of speech/ language development, social interaction, fine and large motor coordination, cognitive development feedback from parents. The screening is a free service and takes approximately 1 hour. There is usually a screening in the Fall and early Spring. Cass School District #63 requires proof of residency for all students newly enrolled each school year. All parents/guardians will be required to bring in a minimum of three items which show the correct name and address. Some forms of proof that are acceptable are:
All proofs must be current, no earlier than July of each year. In addition, a signature indicating an understanding of legal residency requirements must be on file. Any legal guardian who is not the natural parent of the child must provide the District with legal documentation (specifically a court ordered document or state agency verification) that clearly states the grandparent or guardian has legal custody of the child being registered. A District form must also be completed. Failure to provide this type of documentation during the registration process will forfeit the child's entrance into District #63 schools. Go back to top. Cass Jr. High School Students will be in class from 8:30 A.M. -3:30 P.M. General Students should not arrive at school more that 15 minutes before the specific school’s starting time. After school supervision will be provided for bus riders until the last school bus leaves the school. Therefore, unless students are participating in a school-sponsored activity, they will be expected to leave promptly. Go back to top. Visitors to our schools are always welcome. It is mandatory that all visitors present themselves to the school office and follow visitor procedures. Visitors should not go to classrooms or anywhere else in the building without permission from the office. If you wish to speak with your child's teacher, we request that you make an appointment (preferably 24 hours in advance). This advance appointment allows your child's teacher to make necessary arrangements so as not to deprive students of instruction as might result from drop-in visitations. Visits from former students are discouraged unless prearranged by the teacher and conducted after the regular school hours. All visitors must check in at the office and wear proper identification tag, as per board policy. Go back to top. Certain children who would not otherwise qualify because of age may be eligible for school placement in special education classes. If your child is age three or four and has a visual, orthopedic, speech, perceptual emotional or mental handicap, he or she may be eligible for such placement. Parent conferences are welcomed at anytime. To ensure that the parent is able to meet with appropriate teachers, the teachers should be telephoned in advance so that arrangements can be made. Go back to top. A program of insurance covering accidents in school and on the playground is offered to all students. Such insurance is optional, but if desired should be purchased at the beginning of the school year. A 24-hour accident coverage plan is also available. Application forms can be obtained at either school office. This coverage is designed to supplement regular health insurance coverage. It is not meant to replace or serve in lieu of regular health insurance. Go back to top. Rules of discipline are adopted to create
an orderly atmosphere that encourages learning. The basic principle that
motivates the individual student to be self-disciplined is recognition of
the dignity and rights of all individuals. The teachers and administrators of the schools reserve the right to decide whether or not student behavior is in violation of the established rules of conduct and good citizenship. Toward that end, teachers may remove students from classrooms for disruptive behavior, and may use reasonable force to maintain the safety of others. In all cases of disciplinary action, the goal is to take corrective action that will change and improve the conduct of the student, and in all cases, due process for students will be followed. Returning to School After Absence Due to illness A student returning after a three consecutive day absence or more may be requested by the Building Principal or School Nurse to furnish, before re-admittance, a Doctor of Medicine’s Certificate stating the cause of absence and fitness to return to school. Go back to top. Each student in our schools has a permanent and a temporary record to which parents have access. A. Student's Permanent Record contains the following information:The student permanent record will be maintained for a period of 60 years after the student has transferred, graduated, or otherwise permanently withdrawn from Cass School District.
The temporary record will be reviewed every four years or upon change in attendance centers, whichever occurs first, for destruction of out-of-date information. When a student transfers to another school district, the temporary record will be sent upon receipt of a signed permission slip from parent or guardian and a request from the new school district.
Directory information may be released to the general public, unless a parent requests that any or all such information not be released concerning his/her child or children.
The cost for copying student records is $.30 per page. This fee will be waived for those persons unable to afford such costs.
This right includes the right to challenge the information contained in the student record(s) prior to the transfer of the record(s) to another district in the event of the child/children's transfer to another school system. The procedure for challenging the contests of student records are available in written form from the principal or superintendent. Parents will receive a copy of these procedures upon their request. Parents also have the right to insert into their child's student record a statement of reasonable length stating their position concerning any disputed information in the record. This statement will be included whenever the disputed information is released. G. There are persons, agencies, and organizations which have access to student records without parental consent. They include:
A parent or student may not be forced by any person or agency to release information from the temporary record in order to accrue any right, privilege, or benefit, including employment, credit, or insurance. Go back to top. The Principal has the authority and the obligation to suspend any student from school for serious non-compliance with the regulations of District 63. These suspensions may be in-school or out-of-school. Parents will receive prompt notification of any suspensions and notice of the right to review them. Continued non-compliance by the student after suspension may render the child a candidate for expulsion. Only the board of Education, by majority action, can expel a child from school. During the absence of the Principal, another school district administrator will assume the responsibilities of suspension or re-instatement. Students may be subject to suspension and expulsion from school for the following reasons:

If a child is tardy, the parent should write a note stating the reason for the tardiness and should also instruct the child to report to the school office before going to his or her room. It may sometimes be necessary for you to pick up your child for a doctor’s appointment or other legitimate reason. If so, write a note stating the reason and the time you wish to pick up your child. When you come to school you should pick up your child in the school office. Please do not pick up your child at the classroom or playground. The superintendent and the principals are the only persons authorized to dismiss your child from school, and they will do this through the school office. Photo identification may be required. Go back to top. Students who are absent without excuse will be treated as truant. Any student guilty of this infraction will be subject to disciplinary action which may include detention and suspension. If such unexcused absences should continue, the case will be turned over to the appropriate authorities. Go back to top. The policy of our District is to discourage the taking of vacations when school is in session. We encourage parents to limit vacations with their children to the summer, winter break, or spring break. If it becomes absolutely necessary to take your children out of school, you should notify the building principal and your child’s teacher(s). If the child is excused for the vacation, it becomes the student’s and the parent’s responsibility to be certain that all school work is completed as per the teacher’s directions. Go back to top. Volunteer Background Check Procedures The School District gratefully recognizes the time and effort donated by individuals who volunteer on behalf of the School District. In an effort to provide a safe environment for our students, the District requires that each individual who intends to volunteer in one or both of our schools completes the Informational Form For Volunteers prior to volunteering in a school. All identifying information must be completed before a form is considered complete. The philosophy of the District related to this procedure is as follows: Cass School District 63 must provide a safe environment in our buildings as well as with the people our children come in contact with on a daily basis. To accomplish this, the District provides our volunteers with guidelines and procedures to follow. One of the procedures is to require that an informational form be fully completed by each volunteer. All provisions under federal law shall be complied with by the District with regards to confidentiality of any information you provide. All volunteers must complete the form prior to working in our schools. No exceptions can be made, as the safety of our children is our priority and mandated under law. We recognize that you may not agree to furnish the School District with all the information we have required. If you choose not to complete the form, and therefore will be unable to volunteer, the District will respect that decision, and thanks you in advance for giving the District's volunteer program your consideration.
